City Administrator

The City Administrator serves as the chief administrative officer for the City of Richland and is responsible for overseeing the daily operations of the City while implementing the policies and directives established by the Mayor and City Council. As a Type A General Law Municipality, the City Administrator provides professional leadership, administrative oversight, financial management, and operational support to ensure the efficient delivery of municipal services and compliance with applicable federal, state, and local laws.

The City Administrator serves as the official custodian of all City records and is responsible for maintaining ordinances, resolutions, contracts, meeting minutes, and other official municipal documents in accordance with the Texas Local Government Records Act and the Texas State Library and Archives Commission. The office prepares City Council agendas and meeting packets, records official proceedings, coordinates municipal elections, and serves as the City's Public Information Officer by administering requests under the Texas Public Information Act.

The City Administrator oversees the City's financial operations, including budget preparation, accounts payable and receivable, payroll administration, utility billing oversight, purchasing, financial reporting, debt administration, annual audit coordination, investment compliance, grant financial reporting, and the responsible stewardship of public funds. Working closely with the Mayor and City Council, the City Administrator helps ensure the City's long-term financial stability through sound fiscal planning and responsible management of taxpayer resources.

The City Administrator oversees employee onboarding, new hire documentation, personnel records, payroll processing, benefits enrollment and administration, workers' compensation documentation, employment verifications, and compliance with applicable employment reporting requirements. The office serves as the primary point of contact for employee benefits and personnel administration while maintaining accurate and confidential employee records.
